The Victorian Police Service has apologised and apologised again to one of its employees after a detailed investigation cleared its chief executive.

But the chief executive was not involved in decision to sack the police chief, Chief Executive Officer (CEO) John Toney said, without committing to naming him.
Mr Toney said police chief Steve Wright was brought into his office, but was allowed back into his office without incident.
The chief executive has agreed to be interviewed, Police Minister Stephen Mullighan said, but would not name Mr Wright.
Mr Toney said he agreed with Mr Mullighan, who will now consider whether to terminate chief executive Steve Wright or sack his partner and assistant.
The police watchdog will investigate the issue after reviewing the police chief's file for any information relevant to the police pay system, which includes details of the chief executive.
A report will be published in the next 24 hours, Mr Toney said.
"We're not looking at it like the chief is going to come back to me and say I'm wrong, we are looking at it like the chief has the best interests of the police in mind," Mr Toney said.
Mr Wright was the subject of a Fairfax Media investigation in 2014 into whether the police paid him poorly because of his position as a lawyer and as part of an international venture capital firm.
He resigned after a review of the police pay system found no criminal wrongdoing and the matter had no impact on chief executive pay.
The review cleared the police chief, but found that he should have paid the chief executive the same, or more, than the police department.
Mr Wright resigned in 2015 after allegations by a former colleague of racial discrimination.
